The BI-631 foral road between Mungia and Bermeo needs, in its section entering the municipality of Bermeo, to cross the Alto de Sollube in a route of about 7.5 km from the vicinity of the Bidebieta traffic circle (connection with the BI-2101 to Bakio) and the top of the aforementioned Alto de Sollube, already in the municipality of Bermeo.
The current road has a winding layout, with curves of reduced radii (many of them less than 130 m, with minimums of only 20 m) and prolonged slopes of up to 10%. It is a single carriageway, with one 3 m lane in each direction and shoulders of no more than 1 m, which supports an IMD of 5,500 vehicles, with a percentage of heavy vehicles of 6.2%. This results in complicated traffic, with constant queues and risk of accidents.
For all these reasons, and in order to improve the comfort and safety of the section, the purpose of this contract is the drafting and processing of a project to improve the route between Bidebieta (on the border between the municipalities of Mungia and Meñaka) and the Alto de Sollube, widening and regularizing the standard section, creating third lanes where appropriate and rectifying the most dangerous curves.
The resulting layout must be technically compatible with the future execution of the Meñaka-Bermeo radial and will include the design and projection of a third lane for slow vehicles, in those sections of steep slope where it is of interest.
In this regard, it is important to point out that an ordinary environmental impact assessment will have to be carried out by drafting, among others, the corresponding environmental impact study. Likewise, the construction project will also be subject to a road safety audit in accordance with current regulations.
