The purpose of this contract is the provision of Technical Assistance services to the Department of Infrastructures and Territorial Development of the Provincial Council of Bizkaia for the drafting of different studies, reports and projects to improve road safety at the points or sections studied in the Provincial Road Network of Bizkaia. In fact, the improvement of road safety is one of the main objectives of the infrastructure management of the Provincial Council of Bizkaia in order to reduce traffic accidents and their consequences as much as possible.

This is a contract that DAIR has been carrying out continuously with the Provincial Council of Bizkaia since 2005, through four different contracts of four years each, so that it has a thorough knowledge of the whole of the provincial road network.

In summary, the studies or reports consist of the preparation of technical documents such as road safety audits and inspections, specific studies and reports, determination of high accident areas, etc. Based on all the data analyzed, a diagnosis is made to present a series of proposals to improve road safety in a section or area of the road network under analysis.

Road Safety Management includes the activities of monitoring the actions carried out, updating and maintenance of the current management tool and the accident database.  Likewise, the necessary actions are developed to carry out the document management, so that the existing and generated documentation is kept updated throughout the contract, with special attention to the accident rate studies, the ZCA, ZAPM and the ZBA. Additionally, the Accident Zones will be determined, collecting, analyzing and developing the necessary information to maintain the necessary accident database.

On the other hand, the actions to improve road safety conditions in the infrastructure that contemplates specific actions will be programmed. This will be done at those points of the network where it has been proven that the passage of time has modified their functional and safety conditions.

In addition, road safety audits and inspections are carried out to identify the elements susceptible to improvement and develop the definition of actions for their solution. These will be complemented with the development of Studies, Reports and Technical Projects which include from the study and updating of road safety regulations, analysis and specific accident rate studies, development manuals, etc. to the necessary construction projects.
