The main objectives of the Universal Accessibility Plan of the Network of Technology Parks of the Basque Country (RPTE) are the development of strategies and instruments that allow equal opportunities in the accessibility of buildings, spaces and public services of each Campus. Also, the improvement of safety and integration without any discrimination in society as a whole, in coordination with the Basque Accessibility Strategy and compliance with the Universal and Law 20/1997 of December 4, 1997, for the promotion of accessibility.
The scope of action of the Mobility Plan has been the Network of Technology Parks of the Basque Country, made up of the Science and Technology Park of Bizkaia, the Science and Technology Park of Gipuzkoa and the Technology Park of Araba, with a total of 19,530 users/inhabitants and 573 companies.
To this end, all the necessary studies and analyses have been carried out to identify the needs in relation to universal accessibility of the Science and Technology Park of Bizkaia. Based on this, the strategies for improving the quality of life of users have been planned and programmed, addressing the study of barriers and obstacles that, in each Campus, could hinder or prevent accessibility and communication of people. At the same time, possible solutions to the problems detected have been proposed.
The work carried out consisted in the drafting of the initial Diagnostic Analysis of the state of each Campus, by means of an inventory of all the public roads in the scope of the study. The accessibility conditions of pedestrian routes in the urban environment, buildings and main facilities and street furniture have been analysed. The environment of public transportation and public communication elements. To this end, a Citizen Participation process was previously carried out, mainly through surveys and working groups with the main representatives and workers present in the Park, in order to identify all the barriers present in each area.
Based on the conclusions obtained from this Diagnostic Analysis, the Action Plan has been drafted, focusing on the development of three main lines of action:
- Accessibility in the public space.
- The implementation of accessible public buildings.
- Accessibility in communication.
Finally, the Accessibility Plan proposes an estimate of the necessary investment for the implementation of the proposed actions, as well as a time frame for their development.
